Saibou Seynou is the P4H country focal person in Chad, contracted by Deutsche Gesellschaft für Internationale Zusammenarbeit and funded by the Swiss Agency for Development and Cooperation. Saibou is from Burkina Faso, where he worked at the Ministry of Labor as director general of its Department of Social Protection. He led the process of setting up the country’s universal health insurance scheme. A social health protection and health financing expert, he has expertise in actuarial calculations.
