Countries had an immediate need to secure adequate resources by prioritizing health care spending, reallocating budgets and ensuring coordination of resources across key partners and stakeholders.<\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 3&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>The first COVID-19 case in C\u00f4te d\u2019Ivoire was recorded on 11 March 2020. The government promptly formed a multisectoral COVID-19<br \/>management committee, which then led to the formation of C\u00f4te d\u2019Ivoire\u2019s Health Response Plan for COVID-19. Key to the plan was a comprehensive matrix of budgeted actions based on the strategic choices and expected operational results. The matrix aided with determining interventions, activities and expenditure items and indicated how much funding each donor offered as part of the COVID-19 response.<\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 3&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Financing agreements were signed and the execution of the expenditure was to be carried out through the various executing agencies. Initially there was no comprehensive system to track actual expenditure by expenditure item and type or activities implemented and results achieved. The solution was to use and adapt a digital platform: \u2018<a href=\"https:\/\/projectperformancemonitoring.org\/\">Platform for Monitoring the Performance of the COVID-19 Response Plan<\/a>\u2019.<\/p>\n<p>[\/et_pb_text][ba_gradient_heading title=&#8221;A digital platform enables expenditure tracking&#8221; html_tag=&#8221;h3&#8243; primary_color=&#8221;#455A64&#8243; secondary_color=&#8221;#455A64&#8243; admin_label=&#8221;HEADING (50-60 characters)&#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;||||||||&#8221; title_font_size=&#8221;32px&#8221; title_line_height=&#8221;1em&#8221; custom_padding=&#8221;15px||10px||false|false&#8221; global_colors_info=&#8221;{}&#8221;][\/ba_gradient_heading][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 4 &#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>The P4H-CFP for C\u00f4te d&#8217;Ivoire, Serge Mayaka (then contracted by the World Health Organization (WHO) and now by the World Bank Group), from his strategic position at WHO\u2019s country office , facilitated partners\u2019 completion of\u00a0the budget matrix on the digital platform, which allowed tracking of expenditure items and activities.\u00a0Serge\u00a0acted as a\u00a0catalyst, using a hands-on approach to train \u00a0\u00a0\u00a0\u00a0partners in the operation and\u00a0practical use of the digital platform; \u00a0\u00a0\u00a0\u00a0 follow the partners and\u00a0the WHO country office in the\u00a0\u00a0\u00a0\u00a0\u00a0budgeted action matrix; troubleshoot in the\u00a0event of technical difficulties; and participate in\u00a0meetings to discuss the management and functioning of the platform.<\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 4 &#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Serge\u2019s contributed to a collective effort to update a digital platform that enabled monitoring\u00a0\u00a0\u00a0\u00a0\u00a0detailed progress of activities and financial resources pledged by donors for the Health Response Plan for COVID-19. The platform was \u00a0\u00a0\u00a0\u00a0recognized as promoting better visibility of donor contributions and transparent financial tracking of expenditures.
